This document deals with the agro-environmental planning development project of the Kelegama cascade. It is set out in three parts. Part I discusses the rationale of the project, describes the present state of development in the project area, sets out, in detail, the considerations made in the project design, states the long-term objectives and refers to the considerations required in project implementations. Part II is devoted to set out, in detail, all the envisaged short-term development activities, while it is in Part III that the cost, manpower requirement and the time schedules of project activities were elaborated.
