Jack Phelan and Graham Wood argue that notions of neutrality of NGOs are difficult to apply in practice and query whether the boundaries of neutrality and humanitarian space become even more blurred and proceed towards non-existence. NGOs seek to find a balance for their own benefit rather than from any concrete reality of the situation, which must be acknowledged that the work will inevitably have an impact on the conflict situation. Drawing on the personal experience of the authors as well as those in other agencies, including journalists, academics and exploring primarily into Ockenden International’s work in Sudan, Afghanistan and Iraq, this publication, while acknowledging neutrality can never be completely achieved, contributes to the ongoing debate on the nature of humanitarian organisations in the 21st century.
