This publication constitutes the proceedings of the workshop organized by Disaster Relief Monitoring Unit of the Human Rights Commission of Sri Lanka and Practical Action, South Asia Programme (formerly ITDG), to discuss the implementation of Guiding Principles in Tsunami Rebuilding in Sri Lanka. A set of guiding principles had been accepted by the government and donors in order to assure an acceptable standard of quality in all aspects of rebuilding. These guidelines had to be followed in the implementation process. The January workshop was organized in order to bring out recommendations to reinforce the implementing and monitoring mechanisms of the rebuilding programme, taking into account experiences, strengths and opportunities presented by the massive line-up of international assistance. The measures and procedures advocated during the discussion are presented in this report in a more comprehensive manner, as a plan of action. In keeping with the principle of subsidiarity, these recommendations are meant to be applied only to post-tsunami rebuilding at the village, divisional and district levels. The recommendations at the workshop in respect of transparency, zero tolerance of corruption, accountability, good governance and reducing future vulnerability are aimed at legal reforms.
