The book explores member states, commitment toward and adherence to six conventions and treaties, focusing Nuclear Non-Proliferation Treaty, Convention on Certain Conventional Weapons, Anti-Personal Mine Ban Convention etc. Abhayagunawardena shows how adherence to these six treaties and conventions provides a pathway to peaceful societies and to an international commitment on human security. Commitment to disarmament is analysed alongside existing socioeconomic indicators, including population, GDP per capita income, the Human Development Index, Millennium Development Goals, and Global Peace Index, as well as expenditure on health, education and the military. The Author argues that the CHOGM should initiate and include a ,Disarmament and Development, discussion, and that a ,Disarmament Index, should be implemented to supplement other socioeconomic markers of development. The Charter of the Commonwealth is keen to support international efforts for peace and disarmament at the United Nations and other multilateral institutions and that the Charter should become an ,Operational Charter, for it to be meaningful.
