This document is an attempt to outline the priority areas of the activities of the Ministry of Agricultural Development and Research. It assesses the achievements it has made in the production of various crops and further identifies the main obstacles that stand in the way of improving performance. A set of broad strategies are outlined in which the steps necessary to improve present performance form the principal component. These measures have a different time span both in the time required to implement them as well as to the time necessary to achieve results. The activities described here set the general framework for the future development of the sector.
