This publication has grown out of a larger publication series examining current good practices and new developments in public service management. As the range of structural options and accountability relationships utilized within the public sector increases, the complexity and diversity of that sector is growing. Assessing the strategic options for the public sector requires a clear understanding of the managerial alternatives and the actual potential capacities of the core public services. This publication is a significant contribution towards this understanding.
