The writer gives an overview of the education system in Sri Lanka. He emphasizes the need for decentralization of education administration. The study examines the areas in the education sector where devolution of powers has suffered in the implementation. The author highlights the impact on regional organizational structures and proceeds to examine how best structures, systems, provisions and linkages that are now in operation could be improved on at least when a new constitutional framework is implemented. The writer also draws certain parallels from the regional education set up in the USA of America, which is a fully federal state and in neighbouring India, though understood to be another federal state, is more a union of states than really federal in nature. The scope of the study was to prepare a paper on education – organizational structures reviewing arrangements under the 13th Amendment to the Constitution, with special emphasis on the scope and content of the devolved powers.
