The report is a study on the irrigation system and its management. Published in December 2012, the report is based on the outcomes of the Participatory Irrigation Management (PIM), a key irrigation management policy adopted by the Ministry of Agriculture; in order enhance the livelihood of farmers with less water consumption. The effectiveness of decentralized management and governance of infrastructure and various management models used in the implementation of PIM are some of the areas assessed in this report. The study covers selected areas from Anuradhapura, Polonnaruwa to Nuwara-Eliya which represent different contexts. The report also serves as a stakeholder analysis where interviews of key informants, focus group discussions have also been used as material. The report would be a useful benchmark for future policy formulation on participatory irrigation management.
