Prof. Michael Gervais begins by highlighting what is considered as the greatest scandal of our century which is malnutrition. The importance of the agricultural sector to a nation's economic development is emphasized and the differing opinions as to whether the sector should function according to the Laissez Faire model or whether the government should intervene in the sector's proceedings are stated. This paper is centrally focused on Food Security and its connection to International Trade and development. He explicitly highlights the link between the availability of food and agricultural production. International Trade is a primary component of development and the openness of a country's trade policies will contribute immensely to food security however, it is also strongly noted that Food Security can only be achieved when there is a combination of Development and International Trade and that each component by itself is not sufficient to achieve food security. Finally, Prof. Michael Gervais reveals that even though markets must be open to International Trade, it must not hinder the government's effort to expand local agriculture.
