The General Agreement on Trade in Services (GATS) is considered to be one of the main achievements of the Uruguay Round of trade negotiations of the World Trade Organization (WTO). It is the first multinational agreement reached to cover the trade in services. Electricity is one of the main facilities vital for the development of the country. This is the first time electricity has been in the GATS negotiations and one of the main reasons for this may be the fact that the USA and EU who are a large part of the WTO and GATS have not cared about international markets in the past. This study reveled that there is very little knowledge about the GATS and its possible implications on the electricity sector among the stakeholders of the Sri Lankan electricity sector.
