This study examines the conceptual and policy issues relating to the impact that irrigation has on crop production, farm income, inequities in income distribution and poverty alleviation. It also focuses specifically on poverty issues associated with head-tail water distribution inequality in an irrigation system. Further, it discusses policies on the progress of irrigation infrastructure for better crop yield and thereby improve on the farm income which systematically helps alleviate poverty.
