This report summarizes and discusses experiences from the linkages in thetsunami disaster response between immediate relief operations and subsequentefforts in reconstruction and development, also known under the acronym, LRRD. Itis based mainly on two country studies from Indonesia and Sri Lanka, a study onorganizational policies and practices, and on a literature review of the recentprofessional discussion on the linkage concept. The studies constituting the LRRD evaluation are based largely on interviews witha great number of people directly affected by the disaster, including officials innational and local government agencies, as well as representatives from nationaland international NGOs. The overall objective of this evaluation is tofind out how operations and roles of thevarious actors were governed by ideas andpractices regarding the linking of relief,rehabilitation and development (LRRD),and to assess what consequences thoseideas, practices and subsequent actionshave had or may have, in future, for theaffected population. This evaluation looks at how aid response to the tsunami hastaken into account the linkages between the impacts of the disaster with regard toimmediate human suffering and longer term developmental trends. It also looks athow aid agencies themselves have structured their work so as to consider these twoparallel challenges.
