This document is the Charter adopted by the Cabinet of Ministers in March 2006. This Charter sets out the rights and responsibilities of Senior Citizens of Sri Lanka. This reinforces the values of independence, dignity, participation, self-fulfilment and a good quality of life in the diversity of their situations in a caring, accepting and respecting community. The Charter also looks at the opportunities needed to be provided for willing and capable Senior Citizens to participate and contribute to on-going activities. This Charter would be incomplete without a complementary statement of Senior Citizens responsibilities towards the family, care givers, health care professionals and the caring institutions, in responsibly exercising their rights without interfering with the well-being of rights of other senior citizens or providers of care. The Charter contains the essential norms against which the quality of care, health and welfare programs for senior citizens, care givers or health professionals need to be judged.
