This policy document has been developed on the guidelines of the Technical and Vocational Education and Training (TVET) policy framework. It outlines a framework for tertiary education. The document is divided into three sections – higher education,TVET,and quality assurance, assessment and accreditation and career guidance and counselling. The TVET section focuses on the background of TVET in Sri Lanka, economic and financial aspects, image, effectiveness and employability, human resource management and linking different educational and vocational qualifications. The National Strategy on TVET Provision For Vulnerable People in Sri Lanka recognizes that a shift to an inclusive vocational training system will help to relieve the root causes of conflict and social tension, build social cohesion, and contribute to social stability. The strategy identifies six vulnerable groups that need to be targeted by awareness campaigns on the advantages of TVET. The six groups were selected according to vulnerability, due to their limited access to skills training and resulting problems in finding employment. This policy promotes access to vocational education and training for disadvantaged groups (disadvantaged women, people with disabilities, disadvantaged youth, working poor, persons affected by conflict, and migrant workers). It outlines an implementation framework and guiding strategies for a more inclusive vocational training system.
