Warnasena Rasaputram begins by praising the successful establishment of the Rural Banking and Staff Training College. He then proceeds to analyze the major constraint to achieving potential yields in the agricultural sector (that makes up 50% of employment) which is ensuring that there is an adequate supply of credit at the right time and of the right amount. Credit must be channeled through banks to cultivators for production. Special attention has to be paid to the small farmers and in order to increase their eligibility each season the utilization of credit should be supervised by rurally oriented supervisionary staff. Warnasena Rasaputram also highlights the main objectives of a sound rural credit structure which are the provision of loans for purposes that increase the productivity of land, granting loans for projects which generate supplementary income for farmers and the granting of loans which generate income in the non agricultural sector. He also highlights the fundamental problem which is that bank stuff lack proper training and this hinders the growth potential of the rural economy and that effective training of bank stuff is essential in order to develop the rural economy.
