It traces the conflict back to its roots, drawing attention to the consequences of the diversity of interests and approaches. This report is explicitly ‘rights’ focused, and uses the United Nations Declaration on the Rights of Minorities and other relevant standards to conceptualise the main underlying issues of the conflict, particularly regarding language, education, land, representation and devolution.
