This paper evaluates the performance of the two major groups of Tea producers in Sri Lanka: the first consists of the two publicly owned corporations, the Janatha Estates Development Board (JEDB) and the Sri Lanka State Plantations Corporation (SLSPC) and the second group consists of all the other tea producers combined together under the heading “small-holders”. The paper analyses their performance over the past several years and identifies the ‘problem, areas. Bandaranaike discusses the current efforts to address these issues as well as the additional policy actions that can enhance these efforts.
