At the time the tsunami hit, Sri Lanka was equally unprepared in disaster management as it was in international fund inflow management. As the pioneering national non-governmental initiative combating and rolling back corruption, Transparency International Sri Lanka (TISL) immediately commenced strong endorsements of the need to urgently address the issues pertaining to the potential misuse and wastage of funds received. Through systematic analysis of both internally collated information and externally available reports, it was evident that the lack of a participatory mechanism was one of the key contributors to the flawed reconstruction process. Thus this project has been coined to investigate, address and reiterate the prevalent issues that have hampered accountability in the reconstruction process.
