The book is a record on doing program evaluation from those who know, as the author chooses to call it. It is accumulation from various sources, from interviews with 40 federal decision makers and evaluators, from conversations an d other forms of dialogue. The evaluation has changed dramatically over the last decade and utilization-focused evaluation has gained a stronger ground than its preceding editions. The widespread use of this form of evaluation has led to this book being a contribution to the process and knowledge-sharing. This book is both practical and theoretical. It tells the reader how to conduct them in the manner prescribed and contains many actual case examples to illustrate major points. The book offers a definite point of view developed from the observation that evaluation ought to be useful.
