State governments are the major providers of basic services to the people. Though state governments earmark large resources for providing services, these investments do not automatically ensure high quality of service, equity in access or adequate efficiency. Public Affairs Centre embarked no a nation-wide survey of selected public services in 2001 to assess and benchmark the effectiveness and quality of basic services from the perspective of those to whom it matters most who are the users of services. The study was carried out in 24 states and this report presents the consolidated findings of the 24 state reports.
