The report is to establish a Participatory Monitoring and Evaluation (PM&E) process to assist the measurement of Communication for Social Change (CFSC) initiatives. Instead of presenting measurement models and indicatorsdivorced from the contexts actually faced by CFSC practitioners,this report introduces readers to ParticipatoryMonitoring and Evaluation (PM&E) and explains howto establish a PM&E processto assist in the identificationand use of context-specific indicators and tools to measureCommunication for Social Change. The focus is onHIV/AIDS, but the principles and steps may have broaderapplications.PM&E is best described asa set of principles and a process ofengagement in the monitoring and evaluation endeavour.This report is based on the premise that if they adoptPM&E principles, CFSC practitionersshould not pre-determine objectives, indicators and tools, but instead, should facilitate their development withdialogue members – all of whom can be consideredempowered participants driving the process of socialchange. The purpose in writing this report is to help guideHIV/AIDS communication teams as they negotiate withstakeholders or dialogue members who share an interestin how the CFSC approach should be monitored and evaluated, and thereby develop new or improved models of PM&E, most appropriate for their work. This report explains why a participatory approach to monitoring and evaluation is useful. It goes on to discuss key PM&E principles and steps in establishing a PM&E process.
