This publication is based on the study, �Fair Allocation of Resources to Primary Schools�, initiated under the 1977 educational reforms. The study examines the current status of the primary grades of schools across Sri Lanka and the irregularities that occur in allocating resources to these grades. This report summarizes the above study. It also highlights the basic findings and how these findings affect the future planning in the education sector. A sample of 179 schools in the Central, Uva and, the North and East provinces have been chosen for the study. It examines the buildings, facilities and other resources that are available in these schools at the primary level and also, the available human resources. The reasons and trends of irregular distribution of resources have been identified. Some recommendations are made at the end such as, giving priority to primary education. ශ්රී ලංකාවේ ප්රාථමික අධ්යාපන අයිතිවාසිකම් සඳහා සම්පත් සැලසීම

1977 දි අධ්යාපනික ප්රතිසංස්කරණ යටතේ 'ප්රාථමික පාසල් සඳහා සාධාරණ සම්පත් වෙන් කිරීම’යන්න මුලික කර ගෙන මෙම අධ්යයනය සිදු කරයි. අධ්යයනයෙන් ශ්රී ලංකාව පුරා ප්රාථමික ශ්රේණීවල වර්තමාන තත්වය හා මෙම ශ්රේණි සඳහා සම්පත් බෙදා හැරීමේ දී ඇති අක්රමිකතා විමර්ශනය කරයි. මෙම වාර්තාව මගින් ඉහත අධ්යයනය සාරාංශ ගත කරයි. එ මෙන් ම මුලික සොයා ගැනීම් අවධාරණය කිරීමත් මෙම සොයා ගැනීම් අධ්යාපන ක්ෂේත්රයේ අනාගත සැලසුම්වලට බලපාන්නේ කෙසේද යන්නත් දක්වයි. මධ්යම, ඌව, උතුරු හා නැගෙනහිර පළාත්වල පාසල් 179ක නියැදියක් අධ්යයනය සඳහා තෝරා ගෙන ලැබ ඇත. එමගින් මෙම පාසල්වල ප්රාථමික මට්ටම සඳහා ඇති ගොඩනැගිලි, පහසුකම් හා වෙනත් සම්පත් මෙන් ම භාවිතයට ගත හැකි මානව ප්රාග්ධනය පිළිබඳව ද සාකච්ඡා කරයි. අවිධිමත් සම්පත් බෙදාහැරීමකට හේතු හා එහි උපනති හඳුනා ගැනේ. අවසානයේ දි ප්රාථමික අධ්යාපනය සඳහා ප්රමුඛත්වය දීම වැනි නිර්දේශයන් කිහිපයක් ඉදිරිපත් කරයි.
