The Poverty Impact of the SEEDS 'Credit Plus' Approach: An independent client based assessment

The main objective of the paper is to assess the impact of micro-finance and business development services (BDS) on reducing poverty in Sri Lanka, using SEEDS as a case study. This is done by, exploring the outreach, evaluation and impact of the financial services and BDS, provided by SEEDS at client-level. The paper also aims at understanding the role of SEEDS in the socio-economic development of the rural people in the country. In order to achieve the objectives, qualitative interviews with clients serviced by SEEDS banks, interviews with non-clients and interviews with district and village level managers have been carried out. Poverty profiles of Ratnapura, Anuradhapura, Puttalam and Kandy, and the role of SEEDS in these districts have been examined. The study finds that the �Credit Plus� approach of SEEDS has had a positive impact on reducing poverty in the villages that were assessed and that the impact is influenced by other intervening factors. Overall assessment shows there is no necessary contradiction between good business practices and poverty reduction, that a majority of clients are satisfied with the services of SEEDS and that it has made a significant contribution to the socio-economic development in the areas where the �credit plus� programme was carried out. (ව්‍යාපාර සංවර්ධන උපක්‍ර) වල බලපෑම හා ඇගයීම, ගණුදෙනුකරුවන් මට්ටමින් සීඩිස් සැපයීම සළකා බැලීමෙන් එම කාර්ය සිදු කර ඇත. රටේ ග්‍රාමීය ජනතාවගේ සාමාජීය ආර්ථීක සංවර්ධනයේ සීඩ්ස් හි භූමිකාව තේරුම් ගැනීමටත් මෙම ලිපිය අරමුණු කරයි. අරමුණ ළඟා කර ගැනීම සඳහා සීඩිස් බැංකු විසින් සපයන සේවාවන් පිළිබඳ ගුණාත්මක දත්ත සඳහා ගණුදෙනු කරුවන් සමග සම්මුඛ සාකච්ඡා පැවැත්වීම, ගණුදෙනු කරුවන් නොවන්නන් සමගින් සම්මුඛ සාකච්ඡා සහ දිස්ත්‍රික්ක මට්ටමේ  හා ග්‍රාමීය මට්ටමේ කළමනාකරුවන් සමග සම්මුඛ සාකච්ඡා ක්‍රියාත්මක කෙරී ඇත. රත්නපුර, අනුරාධපුර, පුත්තලම හා මහනුවර දරිද්‍රතා තොරතුරු සහ දිස්ත්‍රික්ක මට්ටමේ සීඩ්ස් භූමිකාව විමර්ශනයට ලක්ව තිබේ. ධ්‍යයනයෙන් හෙළිවු ආකාරයට සීඩිස් හි ක්‍රෙඩිට් ප්ලස්ප්‍රවේශය ග්‍රාමීය ප්‍රදේශවල දරිද්‍රතාවය අවම කිරීමට සුභවාදි බලපෑමක් සිදු කර ඇති අතර වෙනත් මැදිහත්වන සාධකයන් විසින්ද සඳහා බලපෑමක් සිදු කර ඇත. හොඳ ව්‍යාපාර පුරුදු හා දරිද්‍රතාවය අතර අනිවාර්ය ගැටීමක් නොවන බව, බහුතරයක් ගණුදෙනුකරුවන් සීඩ්ස් මගින් සපයන සේවාවන් පිළිබඳව තෘප්තිමත් බව හාක්‍රෙඩිට් ප්ලස්වැඩසටහන් ක්‍රියාත්මක කළ ප්‍රදේශවල සමාජීය ආර්ථීක සංවර්ධනයට සැළකිය යුතු දායකත්වයක් සිදු වී ඇති බව සමස්ත ධ්‍යයනය පෙන්වා දෙයි.
