This is Working Paper 2 which, is part of a research programme ?Complex Political Emergencies: From Relief Work To Sustainable Development? undertaken by the Consortium for Complex Political Emergencies (COPE). It is a contribution to a larger study on 'NGOs in complex emergencies'. This paper is based on the historical processes and experiences of particular countries. While the first section analyses the conflict in Sri Lanka as a case of the failure of state formation, the second section examines the response to this failure and the history of the armed conflict. The latter also looks at the various attempts taken at conflict resolution and the emerging proposals. The third section focuses on the civil society while the fourth outlines the efforts by foreign aid to promote a section of the civil society.

‘කන්සොර්ටියම් ෆොර් කම්ප්ලෙක්ස් පොලිටිකල් එමර්ජන්සීස්’ (කෝප්) මගින් ක්‍රියාත්මක කළ ‘සංකීරණ දේශපාලන අර්බුද: සහන ක්‍රියාකාරකම් මගින් තිරසාර සංවර්ධනයට’ පර්යේෂණ වැඩසටහනේ කොටසක පර්යේෂණ ලිපිය මෙය වේ. ‘සංකීරණ අර්බුදයන් තුළ රාජ්‍ය නොවන සංවිධාන’ යන විශාල අධ්‍යයනයකට මෙ මගින් දායකත්වයක් සපයයි. සුවිශේෂි රටවල අත්දැකීම් හා ඓතිහාසික ක්‍රියාවලීන් මෙම ලිපියට පදනම් වේ. පළමු පරිච්ඡේදයේ රජයේ සැකැස්මේ අසාර්ථකත්වයේ සිද්ධියක් ලෙස ශ්‍රී ලංකාවේ ගැටුම විශ්ලේෂණය කරන අතර, දෙවන කොටසේ එම අසාර්ථකත්වයන්ට ප්‍රතිචාර සහ යුධ ගැටුමේ ඉතිහාසය විමර්ශනය කරයි. අවසානයේ ගැටුම් නිරාකරණයේ සිදු කරන විවිධ උත්සහයන් සහ ඉදිරිපත් කරමින් පවතින යෝජනාවන්ද සලකා බලයි. තෙවන කොටසේ සිවිල් සමාජය අවධාරණය කරන අතර සිව්වන කොටසේ සිවිල් සාමජයේ කොටසක් දිරී දීම සඳහා විදේශ ආධාර මගින් උත්සහ කිරීම දක්වයි.
