This document is a study on the impact of macro policy in the context of globalization and liberalization on the rights of the child in Sri Lanka. The study encompasses four pre-selected areas of Child labour, Child abuse, Sexual exploitation and education. The violation of these rights was examined in selected locations where such cases had been reported. The report provides the analysis of the case studies on child rights violations carried out in six locations. The field study includes sixty-five children whose rights had been violated and twenty-five children placed in similar conditions but whose rights have not been violated to serve as a control group. Part II of the report presents a review of policy, legislation, institutions and implementation that also highlights weaknesses and deficiencies. The children affected by the conflict in the North-East are not included in this study since that is considered as a separate problem that requires a different approach.

මෙම ලේඛනය මගින් ශ්‍රි ලංකාවේ ළමා අයිතීන්ට ගෝලීයකරණය සහ නිර්බාධීකරණය යන සන්දර්භයන් යටතේ සාර්ව ප්‍රතිපත්තියේ බලපෑම අධ්‍යයනය කරයි. මෙම අධ්‍යයනය මගින් මුලින් තෝරාගත් ළමා ශ්‍රමය, ළමා අපයෝජනය, ලිංගික සූරාකෑම සහ අධ්‍යාපනය යන  මාතෘකාවන් ආවරණය කෙරේ. මෙම අයිතීන් උල්ලංඝනය මෙවැනි සිද්ධීන් වාර්තා වී ඇති ප්‍රදේශ ආශ්‍රිතව විමර්ශනය කෙරී ඇත. වාර්තාව මගින් ස්ථාන හයක ළමා අයිතීන් උල්ලංඝනයන් පිළිබඳ තෝරාගත් සිද්ධි අධ්‍යයනයන් විශ්ලේෂණයන් සපයයි. ක්ෂේත්‍ර අධ්‍යයනය තුළ ළමා අයීතීන් උල්ලංඝනය වු දරුවන් හැට පහක් ද පාලිත කාණ්ඩයේ පමණට ම දැඩි ලෙස අයිතීන් උල්ලංඝනය නොවූවත් එම තත්වයන්ට මුහුණ පෑ දරුවන් විසි පහක් පිළිබඳව තොරතුරු ඇතුළත් වේ. වාර්තාවේ කොටස 11 මගින් ප්‍රතිපත්ති, නිතී පද්ධතිය, ආයතනික ව්‍යූහයන් සහ ක්‍රියාවට නැංවීම පිළිබඳව මෙන්ම දුර්වලතාවයන් සහ අඩුපාඩු ඉස්මතු කරමින් සමාලෝචනයක් ඉදිරිපත් කරනු ලැබේ. උතුරු-නැගෙනහිර ගැටුම මගින් බලපෑමට ලක්වූ ළමයින් පිළිබඳව මෙහිදි කරුණු ඇතුළත් නොවන්නේ එය වෙනස් ආකාරයක ගැටලූවක් වන නිසා ඒ සඳහා වෙනස් ප්‍රවේශයක් අවශ්‍ය වන නිසාය.
