This report provides a situation analysis of the existing health and health care contexts in Sri Lanka. Based on published/ unpublished documents/literature, results of the commissioned studies working group deliberations, focus group discussions, and expert interviews, the report places Sri Lanka in a global context and draws up strategies to take Sri Lanka towards global best. The main challenge before Sri Lanka’s health system is to increase its resources sufficiently to keep pace with the epidemiological transition, population growth, ageing and progress in medicine/technology. The immediate priorities with regard to the health sector in Sri Lanka include Poverty eradication, lifestyle disorders, ageing, reduction of child mortality, underfunding, unclear and inequitable macro-organization of health care and public sector inefficiency, the first three priorities along with health system defects are identified as the major priorities requiring immediate attention during the next decade. The report proposes twelve major strategies to achieve the goals of the health care system out of which, moving the health care system close to the disadvantaged populations is given priority.
