This document aims to enhance knowledge and expertise on the protection and rights of children living in institutional care and to use this knowledge to promote research-based policy change, implementation of best practices and suitable alternatives to institutional care where necessary. It examines quality of care not only for basic and material needs, but also for emotional needs of children. Both quantitative and qualitative data was gathered from multi-stakeholders including the GOSL, institutions, communities, families and children themselves. The study puts emphasis on the importance of children's voices, and they played an important role both as advisors and informants for the research

ආයතනික භාරයේ සිටින දරුවන්ගේ ආරක්ෂාව සහ අයිතීන් පිළිබඳව දැනුම සහ ශක්‍යතාවයන් ඉහළ දැමීමත්, එම දැනුම පර්යේෂණ මුලික වූ ප්‍රතිපත්ති වෙනස්කම් සඳහා ඉතා හොඳම ක්‍රියාකාරකම් ක්‍රියාවට නැංවීම සහ ආයතනික රැකවරණයට අවශ්‍ය කරන සුදුසු විකල්ප සැපයීම මෙම පත්‍රිකාව අරමුණු කරයි. මෙමගින් ළමයින්ගේ මුලික රැකවරණය සහ ද්‍රව්‍යමය අවශ්‍යතාවයන් පිළිබඳව පමණක් නොව මානසික අවශ්‍යතාවයන් පිළිබඳවද සළකා බැලේ. ප්‍රමාණාත්මක මෙන්ම ගුණාත්මක දත්තයන් ජි.ඕ.එස්.එල්. (GOSL) ඇතුළත්ව බහුවිධ-පාර්ශවකරුවන්, ආයතන, ප්‍රජාව, පවුල් සහ ළමයින්ගෙන්ම ද රැස්කරනු ලැබ තිබේ.  අධ්‍යයනය මගින් ළමයින්ගේ හඬට වැදගත්කමක් දී ඇති අතර ඔවුන් උපදේශකයන් මෙන්ම තොරතුරු දායකයන් යන දෙයාකාරයෙන්ම පර්යේෂණය සඳහා දායකත්වයක් ලබා දී ඇත.
