This study looks at the programmes and policies focused on the implementation of social welfare activities and the provision of infrastructure facilities such as roads, irrigation and electricity. Two structured questionnaires were used in this research. An analysis of the responses reveals that the poor have assumed leadership in voluntary village organisations and that they have managed to secure the attention of banks, the Integrated Rural Development Project and other support agencies. මෙම අධ්‍යයනය තුළින්  අවධානය යොමු කර ඇත්තේ සමාජ සුභසාධනය මහාමාර්ග, ජලය, විදුලිය වැනි පොදු පහසුකම් සංවර්ධනය කිරීම සහ වාරිමාර්ග සංවර්ධනය ආදිය ක්‍රියාත්මක කිරීමට බලපෑ ප්‍රතිපත්ති හා වැඩසටහන් පිළිබඳව විශ්ලේෂණයක් සිදු කිරීමයි. ඒ සඳහා ව්‍යුහගත ප්‍රශ්නාවලි දෙකක් භාවිතා කර ඇත. පර්යේෂණය තුළින් ලබාගත් තොරතුරු අනුව පෙනී යන්නේ මෙවැනි වැඩසටහන් හරහා ග්‍රාමීය මට්ටමේ ස්වේච්ඡා සංවිධානයන්හි නායකත්වය දැරීමට දිළිදු පුජා සාමාජිකයන්ට අවස්ථාව ලැබී ඇති බවත් ඒ තුළින් ඔවුන් විධිමත් අංශයේ ආයතන වන බැංකු සහ ඒකාබද්ධ ග්‍රාමීය ආර්ථික වැඩසටහනසහ අනෙකුත් මෙවැනි ව්‍යායන්ගේ සිදුවීමට ලක්ව ඇති බවයි. තවද මෙම පර්යේෂන වාර්තාව තුළ ප්‍රජා සවිබල ගැන්වීමට අදාළ සවිස්තරව කරුණු දන්වා ඇත.
