This paper is a preliminary exploration of the current and medium term labour situation in Sri Lankan tea estates. This paper: locates the labour problems of estates in the context of recent developments; looks what they would be if the estates were managed efficiently and adopts these figures as targets; turns to labour supply in the context of contemporary labour markets; examine the demand and supply balances and analyses the results of a series of simulation exercises designed to signal the possible impact of alternative production scenarios on the future labour situation and it also tries to identify the areas of leverage that may be open to plantation management.
