This study documents widespread corruption, taking place in the delivery of post-tsunami relief and reconstruction aid, such as pillage by fellow humans who have purportedly come to their rescue, resettlement and rehabilitation in the North and East Province in Sri Lanka. It argues that the nature of corruption in relief, rehabilitation and reconstruction aid disbursements in the North and East is different from that of the South and West. The paper therefore suggests extra precautions and innovative modalities have to be devised in order to minimize leakages and pilferages. The paper is based on data derived from existing literature, information collected from secondary sources and the fieldwork carried out in Jaffna, Kilinochchi and Mullaitivu districts. Approximately 60 households in Kervil, Kattaikadu, and Maruthenkerny refugee camps in the LTTE-controlled Jaffna and Kallaru refugee camp in Kilinochchi were interviewed for this purpose.
