This paper discusses the role health workers may play in unstable settings and responds to five key issues related to the management and development of human resources in a conflict prone environment. It highlights issues in relation to restructuring the health workforce, ways of minimising the challenges of brain-drain due to insecurity and mechanism to run health services effectively and efficiently without undermining local capacity. It also focuses on emerging practices in coordinating NGO and donor inputs in the human resource arena and issues in financing and funding human resources in health.
