This study is part of a global research effort entitled Consultations with the Poor, designed to inform the World Development Report 2000/1 on Poverty and Development. It is the first in a three-part series entitled Voices of the Poor. The study�s analysis is based on a review of 81 Participatory Poverty Assessments conducted in the 1990�s based on the voices of over 40,000 poor people from 50 countries. Using participatory and qualitative research methods, the analysis leads to five main conclusions about the experience of poverty from the perspectives of the poor; poverty is multidimensional, households are crumbling under the stresses of poverty, the state has been largely ineffective in reaching the poor, the role of NGOs in the lives of the poor is limited, and the social fabric, poor people�s only 'insurance,' is unraveling.
