The Country Cooperation Strategy (CCS) of Sri Lanka has been developed as a framework of cooperation between WHO and Sri Lanka. It defines the priorities of WHO's work with the Government of Sri Lanka from 2002 to 2005 and serves as the fundamental guiding document for the development of all WHO technical programmes in the country. The CCS also takes into account the commitment of WHO to the UN Millennium Development Goals, the changing context of international health, and the Organization's four strategic directions in the health sector. As a medium term strategy, it spells out the principles and values of WHO under which WHO commits itself to the betterment of the health sector as a whole.

ශ්‍රී ලංකාව හා ඩබ්ලිව්.එච්.ඕ අතර සහයෝගීතා වැඩසහනක් ලෙස ශ්‍රී ලංකාවේ දේශීය සහයෝගිතා මුලෝපායන් (සී.සී.එස්.) වැඩි දියුණු කරන ලදී. රටෙ සියලූ ඩබ්ලිව්.එච්.ඕ තාක්ෂණික වැඩසටහන් සංවර්ධනය සඳහා මුලික මගපෙන්වන ලේඛනයක් ලෙස උපයෝගි කර ගැනීමට 2002-2005 දක්වා ශ්‍රී ලංකා රජය සමග ඩබ්ලිව්.එච්.ඕ.හි වැඩසටහන්වල ප්‍රමුඛතාවයන් මෙහි දි හඳුනා ගනී. සෞඛ්‍ය ක්ෂේත්‍රය තුළ ආයතනික උපක්‍රම හතරක් වන මුලෝපායික දිශානතිය හා ජාත්‍යන්තර සෞඛ්‍යයේ වෙනස්වන වටපිටව, සහස්‍ර සංවර්ධන අභිමතාර්ථ වලට ඩබ්ලිව්.එච්.ඕ දායකත්වය සලකා බැලීමත් ‘සී.සී.එස්.’ සිදු කරයි. මධ්‍ය කාලීන උපක්‍රමයක් ලෙස, සමස්තයක් ලෙස සෞඛ්‍ය අංශයේ සුභසිද්ධියට ඩබ්ලිව්.එච්.ඕ කැපවීම යටතේ ඩබ්ලිව්.එච්.ඕ.හි හර පද්ධතිය හා මුලධර්මයන් මෙ මගින් පැහැදිලි කරයි.
