'We are Differently Abled' was the theme for the International Day for the Disabled in 1999 and it highlighted the employment opportunities and social integration of persons with disabilities. The Ministry planned to improve vocational training and rehabilitation services for the disabled thereby assisting them to get jobs in the labour market through the centres managed by the Department of Social Services.

1999ம் ஆம் ஆண்டு அங்கவீனர்களுக்கான  சர்வதேச தினத்தினது மையக் கருத்து “நாம் வித்தியாசமான ஆற்றல் கொண்டவர்கள் என்பதாகும்”.  இது அங்கவீனமான மக்களுக்கான தொழில் வாய்ப்புக்களையும் சமூகத்துடனான ஒன்றினைப்பிணையும் எடுத்துக் காட்டுகிறது. அமைச்சு அங்கவீனமுற்ற மக்களுக்கான தொழில்சார் பயிற்சிகள் மற்றும் புனருத்தாபன சேவைகளை முன்னேற்றவும் இதன் மூலம் சமூக சேவைகள் திணைக்களத்தினால் முகாமைத்துவம் செய்யப்படுகின்ற மத்திய நிலையங்களுடாக  இவர்களுக்கு தொழில் சந்தையில் தொழில்களை பெற்றுக்கொள்ள உதவவும் திட்டமிட்டது.
