Given the demand for and supply of female labour, access to and the outcome of programmes are affected by the social construction of gender. Therefore this paper argues that policies and programmes for training and employment should specifically address these issues of gender imbalance. The paper looks at: Education and skill development; Participation of women in national vocational education programme; Illustrative experiences; Special women’s programmes; Consequences and implications; and some policy issues.
